Bio of President & CEO

Mr Fumitaka Machida is President and CEO of AseanPlus Consulting, former Special Advisor, Cabinet Secretariat, Government of Japan and former Chief Representative of Regional Headquarters for Asia and Pacific, Japan Bank for International Cooperation (JBIC).

He has been in international finance society for more than 30 years since he joined JBIC (then The Export-Import Bank of Japan) and has got plenty of experience in the field of international finance such as sovereign loan, corporate finance, project finance, equity participation, fund business, securitisation and so forth in Asia and Oceania, Europe, Middle East and Africa. He started-up Investment Banking Department within JBIC as a core member for its launching and become the first Director of the Department. With his great track record as banker in PPP infrastructure projects to win several Deal of the Year prizes and with his rich experience on policy coordination among related ministries at his carrier in JBIC, he became Counsellor and Special Advisor, National Policy Unit (NPU), Cabinet Secretariat, Government of Japan directly appointed by Prime Minister in 2009 (2009-2012) and then he was responsible for Japan's foreign policy in NPU. 

Working with multilateral development banks and international forums like ASEAN, APEC and G20, he has also dedicated himself to policy-making process mainly in infrastructure space, thus he has been actively working for B20 Infrastructure and Investment Taskforce, APEC PPP Experts Advisory Panel, ASEAN Connectivity Coordination Committee, ASEAN PPP Guidelines and so on. Concurrently, he is also working as ERIA Financial Expert (2016-now) and as Senior Fellow (2020-now) for Economic Research Institute for ASEAN and East Asia (ERIA), which is the international organization established under the formal agreement by East Asia Summit and works closely with ASEAN Secretariat to provide intellectual and analytical research and policy recommendation with ASEAN member countries, then he is now working for several sectoral committees under ASEAN Secretariat like ACCMSME, WC-FINC and ACCC.

He has also been devoted lately to coordinating and promoting Singapore-Japan joint initiatives and projects in the wake of the 50th Anniversary of Singapore-Japan Diplomatic Relations (SJ50) in 2016 through co-working with related ministries in Singapore. As the part of the projects to facilitate Singapore-Japan collaboration, he is currently working for Temasek/Vertex so as to build-up the innovation and investment ecosystem between Singapore and Japan in the space of venture and growth, and also working for Low-Carbon Energy Transition under the program by National Research Foundation, Prime Minister's Office, Singapore.

He graduated from Keio University, Bachelor of Law Degree, and graduated from Advanced Research Program of Harvard University. His international finance experience includes working in London (1996-1998) and in Singapore as Chief Representative of JBIC Singapore (2007-2009), Chief Representative of Regional Headquarters for Asia and Pacific, JBIC (2012-2016) and President and CEO of AseanPlus Consulting (2016-now).

Ambassador TENG Then Dar
With a strong conviction that entrepreneurs are driving the next waves of sustainable development, he has been working with like-minded business partners, communities and enabling platform operators to offer holistic eco-system for borderless co-creation and business collaborations among entrepreneurs. His key focus is in the green & clean living, and well being sectors.

After graduated from School of Commerce, Waseda University in spring 1979, he joined Kao Corporation, Japan and was tasked by the Company to coordinate regional product development and marketing strategy for SE Asia markets. He remained with the Company until 1992 and thereafter he served as CEO/MD/Director of various conglomerates, listed companies in Indonesia, Australia and Singapore.
In years 2008-2011, he was CEO of Singapore Business Federation, years 2003-2011 Member of APEC Business Advisory Council (ABAC), and in 2009, he was appointed ABAC Chair for APEC Singapore Year. Between 2011-2015, he served as Singapore representative at APEC Policy Partnership on Food Security. He also served as member of various international and bilateral business councils, charity organizations as well as multiple Singapore Government policy feedback committees.

Concurrently, he is also serving as Singapore's Non-Resident Ambassador to the Sultanate of Oman, Advisor of External Relations for SE Asia Region, Shizuoka Prefecture Government, Japan and Industrial Specialist of JETRO Singapore.
He is also a member of Advisory Board, Singapore National Youth Achievement Award (NYAA); Steering Committee member, ASEAN-Japan Business Group, and a life member of Japan University Graduates Association Singapore (JUGAS).
